Registration of Foreign Lawyers​

Foreign lawyers can now submit an official request to be added to the Roll of Foreign Lawyers, enabling them to represent litigants before the Abu Dhabi Civil Family Court.

In line with ADJD mission to strengthen the role of civil family courts in deciding disputes related to the application of the provisions of Law No. (14) of 2021 on civil marriage and its effects in the Emirate of Abu Dhabi, as amended, and out of its keenness to enable litigants to choose their legal representatives before these courts, given the nature and peculiarities of these disputes heard by these courts, His Highness the President of the Judicial Department issued Decision No. (21) of 2024 concerning the registration of foreign lawyers admitted to the Civil Family Court. The decision provides for the establishment of two rolls, one for lawyers admitted at the first instance and the appeal stage, and the other for those admitted to the Court of Cassation, in accordance with the conditions and restrictions outlined in this decision. The developments made in this regard fall within the context of providing an integrated system for accommodating disputes considered by these courts in a manner consistent with their specific nature, fulfilling the aspirations of litigants and contributing to the promotion of ADJD vision, mission and strategic objectives.


How to submit the request?

Should a foreign lawyer wish to submit a request to be registered in the Foreign Lawyers Roll, they should first complete the registration form which can be found here.

Application

Once the form has been completed, the lawyer will then need to submit an electronic request to the Lawyers Affairs Committee. This can be done via the ADJD website by selecting the following link: click here

The form and all mandatory documents should be attached to the application. The required documents are as follows:

  1. Identity card copy (passport and if applicable, Emirates ID).
  2. Passport photograph (white background).
  3. Medical fitness certificate from a competent body.
  4. Law degree certificate (or equivalent) from a recognised university or college.
  5. Commercial licence of the law firm.
  6. Certificate of good conduct.
  7. Valid professional indemnity insurance policy issued by a licensed insurance company authorised to operate in the UAE.

It is important that all mandatory documents and the completed form are attached to the application, otherwise the request may be rejected due to insufficient proof that the requirements are met.


What are the mandatory requirements?

For an application to be approved, the Lawyers Affairs Committee must be satisfied that all of the requirements as set out by law have been met.The requirements are listed below:

  1. Proficiency in the English language (speaking, reading and writing).
  2. Be of good conduct and reputation and must have no previous convictions for a felony or misdemeanor involving moral turpitude or dishonesty, even if the sentence has been expunged..
  3. Must be medically fit to perform his/her duties to the fullest, and must be at least 21 years of age.
  4. Must hold a bachelor's degree in law (or equivalent in legal studies) from any recognized university or college.
  5. Have no less than 15 years’ work experience in law, legal consultations or similar legal services.
  6. Have a valid professional indemnity insurance policy issued by an insurance company licenced to operate in the UAE, unless the lawyer’s liability is covered under the insurance policy of the firm he/she works for, according to the rules set by the committee.
  7. Attend and successfully pass the prescribed training programme.
  8. Practice law through one of the law firms or legal consultancies licensed in the Emirates of Abu Dhabi. .
